Section 218-2.5 Site Plan Review – Seven Hills Group Home

   In accordance with the provisions of Chapter 40A, §§ 9 and 11, M. G. L., and the Code of the Town of Groton, Chapter 218, the Groton Planning Board will hold a virtual public hearing via Zoom on Thursday, September 8, 2022, at 7:00 PM to consider the application submitted by Seven Hills Extended Care Facility at Groton, Inc., under the provisions of Groton Zoning By-law Section 218-2.5, Major Site Plan Review.  The application is for a group home for disabled youth to be located on the northwest corner of West Street and Hillside Avenue (Assessors’ Parcel 109-52).  The proposed 5,200 square-foot, single-story home will consist of seven bedrooms with a total of 9 beds.  Two existing buildings will be razed and a small parking/drop off area will be constructed off Hillside Avenue.

LEGAL NOTICE

   Pursuant to the Massachusetts Wetlands Protection Act and the Townsend Wetlands Bylaw, the Townsend Conservation Commission will hold a work session on Wednesday, August 24, 2022 during their 7:00pm meeting. The session will be held virtually via Zoom meeting and in person at Town Hall, on a Request for Determination of Applicability filed with the Conservation Commission by Gavin Byars. The property is located at 9 Gilchrist Road (Assessor’s Map 23, Parcel 9). Application materials are available for public review in the Land Use office.

The proposed project is to install an in-ground pool, deck, and safety fence within 100 feet of a wetland.

REMINDER TO WEST GROTON WATER SUPPLY DISTRICT CUSTOMERS

   The mandatory water restriction is in effect.  

   All residential water takers are only permitted to do outside watering two days per week.  (This does not apply to home vegetable gardens, commercial agriculture and livestock. Also exempt is water used for the core function of a business.)

Permitted Outside Watering Days and Times:

   Water takers with a street address ending in even numbers (example 0, 2, 4, 6, 8) may water on Tuesday and Saturday beginning at 12 midnight until 9 a.m.  There is no outside watering permitted from 9 a.m. – 5 p.m. Watering can then resume at 5 p.m. until 12 midnight for each of these two days.

   Water takers with a street address ending in odd numbers (example 1, 3, 5, 7, 9) may water on Wednesday and Sunday beginning at 12 midnight until 9 a.m. There is no outside watering permitted from 9 a.m. – 5 p.m. Watering can then resume at 5 p.m. until 12 midnight for each of these two days.

   We are hopeful that with the compliance of our customers in adhering to this restriction, we will not have to further restrict outdoor water use due to the current drought status.

Public Hearing

   In accordance with the provisions of the Code of the Town of Groton, Chapter 198, the Earth Removal Stormwater Advisory Committee will hold a public hearing on Tuesday, August 30, 2022, at 7:00 PM in person at the Legion Hall, 75 Hollis, Street, to consider the application submitted by Seven Hills Extended Care Facility, for approval of a Limited Stormwater Management Permit to construct a group residence and associated parking, driveways, stormwater management system, and landscaping as shown on the plan entitled, “West Street Group Residence, Seven Hills at Groton,” prepared by SVE, dated August 3, 2022.  The property, owned by Seven Hills Extended Care Facility, is located on Assessors Map 109, Parcel 52.3071, 22 Hillside Avenue.

The hearing will be held virtually via Zoom meeting and in person at Town Hall, on a Notice of Intent (NOI) filed with the Conservation Commission by Lorraine Blackwell. The property is located at 6 Shirley Road (Assessor’s Map 32, Parcel 23).

The proposed project is for a septic system replacement. Part of the construction will take place within 100 feet of a bordering vegetated wetland and all will be within the 200-foot Riverfront Area.
