   In accordance with the provisions of Massachusetts General Laws, Chapter 40C, the Groton Historic Districts Commission (GHDC) will hold a Public Hearing on Tuesday, January 20, 2025, at 7:00 pm at The Groton Town Hall, First Floor Meeting Room, 173 Main Street, Groton, MA 01450. This meeting will be held to consider the application submitted by Chris Woitowicz seeking a Certificate of Appropriateness for 71 Main Street, Assessors Map 113-13 to replace the attic windows with SDL windows, with two currently small windows to b e replaced with one larger window, and all other windows to be replaced with the same size and arrangement.  Copies of the application and supporting materials are available for review by contacting the GHDC via the Land Use Dept, 2nd floor of the Town Hall.

   The Park Commission has scheduled a Public Hearing on Monday, January 12, 2026 at 5:00 p.m. in the First Floor Meeting Room of the Groton Town Hall, 173 Main Street, Groton, MA 01450. The purpose of the Public Hearing will be to solicit input on the proposed improvements to the Cow Pond Brook Fields pursuant to the Town Manager’s and Park Commission’s Community Preservation Act Application for Fiscal Year 2027 Funding. The Park Commission encourages all interested citizens to attend.

   In accordance with the provisions of the Code of the Town of Groton, Chapter 4, the Council on Aging will hold a public hearing on Monday, January 12, 2026, at 1:00 PM at the Groton Center, 163 West Main Street, to consider revisions to  “Regulations of the Council on Aging (COA), Town of Groton, Massachusetts, Article III A, COA Board,” as follows:

   By inserting at the end of Paragraph Two:

“Each COA Board Member’s term is three years, renewable.

   And by deleting:

“No person shall serve more than two (2), three (3) year terms in succession plus any portion of an unfilled term. There shall be at least a one (1) year hiatus prior to reappointment after the second full term is served.”

   Copies of the proposed regulations are on file at the Council on Aging office at the Groton Center and in the Town Clerk’s Office in the Town Hall. The Town of Groton does not discriminate on the basis of disability.  Further, a signed translation of this public hearing will be provided for the hearing impaired upon request by contacting the Council on Aging at (978) 448-1170 at least ten days prior to the hearing.

   In accordance with the provisions of the Code of the Town of Groton, Chapter 198, the Earth Removal Stormwater Advisory Committee will hold a public hearing on Tuesday, January 6, 2026, at 6:30 PM in Town Hall, 173 Main Street, to consider the application submitted by Edward and Penny Thomas for approval of a Full Stormwater Management for construction of a new single-family home, 12-foot-wide driveway, sewage disposal system and stormwater management system, as shown on the plan entitled, “Proposed Site Plan, 70 Dale Lane, Groton, Massachusetts,” dated  December 4, 2025, prepared by Dillis and Roy, for property owned by Edward and Penny Thomas, Assessors Map 221, Parcels 14.1, 70 Dale Lane.  

   Copies of the application and plan are on file in the Land Use Department in the Town Hall. The Town of Groton does not discriminate on the basis of disability. In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a public meeting on Tuesday, December 23, 2025 at 6:30 p.m. to consider a Retroactive Request for Determination of Applicability filed by Indian Hill Music, Inc. for unpermitted work in the buffer zone.

   The subject property is 122 Old Ayer Rd (Parcel 222-55). Earth Removal Stormwater Management Committee Regulations

   In accordance with the provisions of Chapter 352 of the Code of Groton, the Earth Removal Stormwater Advisory Committee will hold a public hearing on Tuesday, January 6, 2026, at 6:30 PM in the Town Hall to consider a proposed amendment to Chapter 352 of the Code of the Town of Groton, Earth Removal Stormwater Advisory Committee Regulations, as follows:

   By deleting “Section 352-3 Filing Fees, B. Full Stormwater Management Permit,” and replacing it with:

B. Full stormwater management permit. The filing fee for administration (public hearing notice, mailings, peer review, construction inspections, etc.) of a full stormwater management permit is $5000, unless adjusted by the Committee.  The check should be made payable to the Town of Groton. This fee is deposited into a revolving fund established for this purpose.

   Copies of the proposed amendments to the regulations are on file in the Town Clerk’s office in the Town Hall.
