     Public notice is hereby given of the application for a Chapter 91 Simplified License by Mark Walker to construct/maintain a retaining wall and dock in the waters of Knops Pond at 267 Whiley Road, Groton, MA 01450, South Middlesex County.
     The Department will consider all written comments on this Waterways application received by within 30 days of the “Notification Date”. Failure of any aggrieved person or group of ten citizens or more to submit written comments to the Waterways Regulation Program will result in the waiver of any right to an adjudicatory hearing in accordance with 310 CMR 9.13(4)(c). The group of citizens must include at least five citizens who are residents of the municipality in which the proposed project is located.

PUBLIC MEETING NOTICE

The CPC is seeking input from the public before making its decision on which of the proposals (if any) to recommend to Town Meeting for funding. A positive recom- mendation by the CPC will send a proposal to the 2022 Annual Spring Town Meeting where voters will decide whether or not to fund the project from the Town’s Community Preservation Fund. INVITATION TO BID
The Town of Groton, Massachusetts, the Awarding Authority, invites sealed bids for the Whitney Pond Well #3, Gravel Packed Well and Appurtenances, Contract No. 2022-1, in accordance with the documents prepared by Comprehensive Environmental, Inc.
Sealed Bids from General Bidders will be received until 2:00 p.m. prevailing time on January 28, 2022. All bids shall be submitted to Comprehensive Environmental Inc., Attn: Michael Ohl, 41 Main Street, Bolton, MA 01740 and entitled “Whitney Pond Well #3, Gravel Packed Well and Appurtenances, Gro- ton, MA”.
     The work for this project consists of constructing an 18 inch by 24 inch gravel packed well, approximately 50 feet deep, at the location of TW-6 on Groton Water Department land off Lowell Road (Route 40) adjacent to the existing Whitney Pond Wells 1 and 2. The work includes furnishing and installing a pitless adapter and submersible pump. Design capacity of the completed well will be 450 gpm.
     Contract Documents may be examined after January 12, 2022 at Comprehensive Environmental Inc. 40 Main Street, Bolton, MA 01740 from 8:30 A.M. to 4:30 P.M., Monday through Friday, except for holidays. Upon request, an electronic copy of the Contract Documents will be emailed to prospective bidders at no charge. A paper copy of the Contract Documents may be obtained upon the deposit of $100.00 by check or money order made payable to the Town of Groton (refundable). Contract Documents will be mailed to prospective bidders upon receipt of a separate check or money order for $25.00 made payable to Comprehensive Environmental Inc. (non-refundable).
     A five (5%) percent bid bond is required with bid submission. No Bidder may withdraw its Bid within 30 days (Saturdays, Sundays and legal holidays excluded) after the actual date of the Bid Opening. This Contract is being Bid on under the provisions of Massachusetts General Laws, Chapter 30, Section 39M. The successful bidders shall conform to the Classifications and Minimum Wage Rates, when applicable, as determined by the Department of Labor and Work Force Development for the Commonwealth of Massachusetts, under the provisions of MGL Chapter 149.
     The total time period for completion of all Work required under this Contract is 110 consecutive calendar days. Work performed beyond the 110 consecutive calendar day period will be subject to liquidated damages in the amount specified herein.
     The Awarding Authority reserves the right to accept any Bid, waive any informalities or minor defects, or reject any or all Bids, if in its sole judgment it is in the best interest of the Owner to do so.
