for the Area Development Plan Updates
Fort Devens, Massachusetts
Installation Management Command (IMCOM) and Fort Devens Reserve Forces Training Area (RFTA)
SUMMARY: An Environmental Assessment (EA) was prepared to analyze the impacts that could result from the implementation of the 2021 Area Development Plan (ADP), which provides updates to the 2013 ADP for Fort Devens RFTA, Devens, Massachusetts. The ADP Update enables Fort Devens RFTA to make the best use of available land and facilities to support the Army Reserve mission and ensures future operational requirements are met. The EA considers the potential consequences to the human and natural environment associated with the proposed updates to the 2013 (ADP) for Devens (RFTA). The 2021 ADP Update presents the following: 1) an overall vision statement, goals, and objectives for the installation; 2) requirements for facilities and infrastructure projects based on current conditions, mission and base personnel; 3) an evaluation of potential courses of action to address defined requirements and deficiencies; and 4) a preferred alternative for short-mid and long-term actions and capital projects.
     DATES: Agencies and the public are encouraged to provide written comments on the Draft EA and Draft Finding of No Significant Impact (FNSI). The Draft EA and Draft FNSI are available for 30 days of public review and comment at the following libraries:

PUBLIC NOTICE OF ENVIRONMENTAL REVIEW PROJECT:
Florence Roche Elementary School
LOCATION: 342 Main Street, Groton, MA 01450
PROPONENT: Dr. Laura Chesson
     The undersigned is submitting an Environmental Notification Form ("ENF") to the Secretary of Energy & Environmental Affairs on or before 02/28/2022 (date)
     This will initiate review of the above project pursuant to the Massachusetts Environmental Policy Act ("MEPA", M.G.L. c. 30, s.s. 61-62I). Copies of the ENF may be obtained from: the office of the Applicant’s representative (20 A Street, Framingham, MA) weekdays from 9:00 am to 5:00 pm. Call the Applicant’s representative: Samiotes Consultants at (508) 877-6688.
     Electronic copies of the ENF are also being sent to the Conservation Commission and Planning Board of Groton (Municipality).
     The Secretary of Energy & Environmental Affairs will publish notice of the ENF in the Environmental Monitor, will receive public comments on the project for 20 days, and will then decide, within ten days, if an Environmental Impact Report is needed. A site visit and/or remote consultation session on the project may also be scheduled.
     All persons wishing to comment on the project, or to be notified of a site visit and/or remote consultation session, should email MEPA@mass.gov. Mail correspondence will continue to be accepted, though responses may be delayed. In accordance with the provisions of the Code of the Town of Groton, Chapter 198, the Earth Removal Stormwater Advisory Committee will hold a continuation of the public hearing in the Town Hall on Tuesday, April 5, 2022 at 7:00 PM to consider the application submitted by Platt Builders, Inc. for approval of a Full Stormwater Management Permit to construct a 12,500 square-foot building and associated parking, driveways, stormwater management system, and landscaping as shown on the plan entitled, “Site Plan, 32 Court Street, Groton, Massachusetts,” prepared by Dillis and Roy, dated January 14, 2022. The property, owned by Anne Elliot, is located on Assessors Map 113, Parcel 76, on the westerly side of Court Street.

Pursuant to Chapter 30B, Section 6, of the Massachusetts General Laws, Leftfield LLC., acting on behalf of the Town of Groton (“Awarding Authority”) through the Town Manager is requesting proposals for construction material testing services for the new Florence Roche Elementary School located at 342 Main Street in Groton MA. The selected testing agency shall provide material testing services pertaining to the Florence Roche Elementary School Project which will commence construction activities in the Spring of 2022 and is scheduled for completion in the Summer of 2024. The evaluation, selection of the successful testing agency, and contract award shall be made by the Awarding Authority.
     There will not be an information session for this RFP. The RFP will be available electronically via email request through Mr. Brian Johnson beginning March 2, 2022, at 9:00 a.m. at bjohnson@leftfieldpm.com
     The deadline for receipt of questions shall be March 16, 2022, at 12:00 PM
