In accordance with the provisions of the Code of the Town of Groton, Chapter 198, the Earth Removal Stormwater Advisory Committee will hold a continuation of the public hearing on Tuesday, April 5, 2022 at 7:00 PM to consider the application submitted by Platt Builders, Inc. for approval of a Full Stormwater Management Permit to construct a 12,500 square-foot building and associated parking, driveways, stormwater management system, and landscaping as shown on the plan entitled, “Site Plan, 32 Court Street, Groton, Massachusetts,” prepared by Dillis and Roy, dated January 14, 2022. The property, owned by Anne Elliot, is located on Assessors Map 113, Parcel 76, on the westerly side of Court Street.
     Copies of the application and plan are on file in the Land Use Department in the Town Hall. The Town of Groton does not discriminate on the basis of disability. SECTION 00020 INVITATION TO BID
The Town of Groton, Massachusetts, the Awarding Authority, invites sealed bids for the Whitney Pond Well #3, Chemical Feed and Control Facility, Contract No. 2022-2 in accordance with the documents prepared by Comprehensive Environmental, Inc.
     Sealed Bids from General Bidders will be received until 2:00 p.m. prevailing time on March 23, 2022. All bids shall be submitted to Comprehensive Environmental Inc., Attn: Michael Ohl, 41 Main Street, Bolton, MA 01740 and entitled “Whitney Pond Well #3, Chemical Feed and Control Facility, Groton, MA”.
     The work for this project consists of constructing a chemical feed and control facility for a 450 gpm well. The well, pitless adapter and well pump will be installed by others under a separate contract. The work includes furnishing and installing a VFD for the well pump with associated ancillary systems; chemical feed systems; instrumentation and controls; pipe and appurtenances; electrical work and minor site improvements inclusive of a gravel road. The wood frame structure has been constructed by others; the work includes furnishing and installing insulation and interior finishes.
     Sealed Filed Subbids for Electrical Work to be performed under this Contract will be received until 2:00 p.m. local time on March 16, 2022, at the Comprehensive Environmental Inc., 41 Main Street, Bolton, MA 01740, at which time and place all Sub-bids will be publicly opened and read aloud. Subbids submitted after this time will not be accepted.
     Contract Documents may be examined or obtained after March 2, 2022 at Comprehensive Environmental Inc. 41 Main Street, Bolton, MA 01740 from 8:30 A.M. to 4:30 P.M., Monday through Friday, except for holidays. Upon request, an electronic copy of the Contract Documents will be emailed to prospective bidders at no charge. A paper copy of the Contract Documents may be obtained upon the deposit (refundable) of $100.00 by check or money order made payable to the Town of Groton. Such deposits will be refunded if the Contract Documents are returned in good condition to the issuing office, post-paid if mailed, within thirty days after the opening of Bids. Contract Documents will be mailed to prospective bidders upon receipt of a separate check or money order for $25.00 made payable to Comprehensive Environmental Inc. (non-refundable).
     Bids/Subbids must be accompanied by a copy of the Certificate of Eligibility issued by the Commissioner of the Division of Capital Asset Management and Maintenance for the category of Pumping Stations or the appropriate subbid category, respe tively for Bidders and Subbidders.
A five (5%) percent bid bond is required with bid submission. No Bidder may withdraw its Bid within 30 days (Saturdays, Sundays and legal holidays excluded) after the actual date of the Bid Opening. This Contract is being Bid on under the provisions of Massachusetts General Laws, Chapter 149, Sections 44A through 44J. The successful bidders shall conform to the Classifications and Minimum Wage Rates, when applicable, as determined by the Department of Labor and Work Force Development for the Commonwealth of Massachusetts, under the provisions of MGL Chapter 149.
     The total time period for completion of all Work required under this Contract is 100 consecutive calendar days. Work performed beyond the 100 consecutive calendar day period will be subject to liquidated damages in the amount specified herein.
     The Awarding Authority reserves the right to accept any Bid, waive any informalities or minor defects, or reject any or all Bids, if in its sole judgment it is in the best interest of the Owner to do so.

Definition of Age-Restricted Housing
In accordance with the provisions of M.G.L. Chapter 40A, §§ 5 and 11, the Groton Planning Board will hold a virtual public hearing via Zoom on Thursday, March 24, 2022, at 8:00 PM, to consider an amendment to the Groton Zoning Bylaw, Chapter 218, as proposed by a Citizens’ Petition submitted by Jeffrey Brem. The proposed amendment would change the defini- tion of Age-Restricted Housing in Section 218-3 by eliminating the requirement to provide affordable housing in a development that utilizes the provisions of the Age-Restricted Housing Bylaw, Section 218-9.3B.

Proposed Zoning Amendment – Clarification of Section 218-5.5
In accordance with the provisions of M.G.L. Chapter 40A, §§ 5 and 11, the Groton Planning Board will hold a virtual public hearing via Zoom on Thursday, March 24, 2022, at 8:20 PM, to consider an amendment to the Groton Zoning Bylaw, Chapter 218, as proposed by the Planning Board. The proposed amendment would clarify the provisions in Section 218-5.5 Special Use Considerations in VCB, NB, GB and I Districts. This section deals with two distinct types of zoning provisions: 1) a zoning map change, and 2) a special permit for certain business uses. The proposed amendments attempt to clarify the requirements for each of these two zon- ing provisions.
