   In accordance with the provisions of the Code of the Town of Groton, Chapter 198, the Earth Removal Stormwater Advisory Committee will hold a public hearing on Tuesday, May 5, 2026, at 6:30 PM in Town Hall, 173 Main Street, to consider the application submitted by Max Management, LLC, for a Limited Stormwater Management Permit to construct a house, driveway, and sewage disposal system at 91 Chicopee Row, as shown on the plan entitled, “Subsurface Sewage Disposal Plan,” dated March 25, 2026, prepared by Land Engineering & Environmental Services, Inc., on property owned by Sick  Boy Homes, Assessors Map and Parcel 225-49.

   Copies of the application and plan are on file in the Land Use Department in the Town Hall.    The Sargisson Beach Committee and Groton Police Department will be removing unclaimed and unregistered equipment from the Sargisson Beach Kayak Rack starting on Friday, May 1st, 2026

   All equipment must be registered with the Town to be stored at the kayak rack. Space is limited, so please email conservation@grotonma.gov to register. Permits will be issued for the upcoming 2026 beach season on a first come, first served basis.

  The Town of Groton, Massachusetts invites qualified vendors to submit proposals for the updating of the Town of Groton Open Space & Recreation Plan (the “Plan”). All vendors must submit in conformance with the Request for Proposals documents which will be available from the Groton Conservation Commission’s Office, 173 Main Street, Groton, MA 01450 on or after April 15th, 2026, Monday (9:00 AM-7:00 PM); Tuesday – Thursday (9:00 AM-4:00 PM); and Friday (9:00 AM-1:00 PM). This RFP shall be governed by the requirements of MGL Chapter 30B, the Uniform Procurement Act. Proposals shall be received by 12:00 p.m. on Thursday, May 14, 2026.

Chapter 40A, §§ 9 and 11, and the Code of the Town of Groton, Chapter 218, the Groton Planning Board will hold a public hearing on Thursday, April 23, 2026, at 7:00 PM, in the Town Hall, to consider the applications submitted by TowerCom C-PRV for a Special Permit and Major Site Plan Review pursuant to the Groton Zoning Bylaw Section 218-10.1 Personal Wireless Services Facility and Section 218-2.5 Site Plan Review.  The applicant proposes to construct a 120-foot monopole cell tower with 5-foot lightning rod (125-foot overall height) to be located on the property of the Groton-Dunstable Regional High School, 703 Chicopee Row (Assessors Map 230, Parcel 46).

   Copies of the applications are on file in the offices of the Planning Board and the Town Clerk in Town Hall. PROJECT: Improvements at Cow Pond Brook Fields 

LOCATION: 599 Cow Pond Brook Road, Groton 

PROPONENT: Town of Groton 

   The undersigned is submitting an Environmental Notification Form (“ENF”) to the Secretary of Energy & Environmental Affairs on or before March 31, 2026. 

   This will initiate review of the above project pursuant to the Massachusetts Environmental Policy Act (“MEPA,” M.G.L. c. 30, ss. 61-62L). Copies of the ENF may be obtained from: Dan Wells, LEC Environmental Consultants, Inc. dwells@lecenvironmental.com (781) 245-2500. 

   Electronic copies of the ENF are also being sent to the Conservation Commission and Planning Board of Groton.

   The Secretary of Energy & Environmental Affairs will publish notice of the ENF in the Environmental Monitor, receive public comments on the project, and then decide if an Environmental Impact Report is required. A site visit and/or remote consultation session on the project may also be scheduled. All persons wishing to comment on the project, or to be notified of a site visit and/or remote consultation session, should email MEPA@mass.gov or the MEPA analyst listed in the Environmental Monitor. Requests for language translation or other accommodations should be directed to the same email address.
