TOWN OF DUNSTABLE

The Town of Dunstable’s Select Board, as cable television licensing authority under Mass. General Laws 166A, S1, will hold a public hearing on Tuesday, October 22, 2024 at 5pm, at Dunstable Town Hall, 511 Main Street, Dunstable, MA as part of the Town’s Charter Spectrum cable television license renewal process.  The federal Cable Act, 47 USC 546 and Massachusetts license renewal regulation 207 CMR 3.05 require a public proceeding on the license renewal proposal of Charter Spectrum and such hearing shall allow further ascertainment of the community’s cable-related needs and interests.  Public comment is invited regarding the Charter Spectrum license renewal proposal and the Town’s cable needs and final action may be taken on the proposed renewal license.  For further information and copies of renewal records, contact the Town Administrator’s Office c/o Town Hall or 978-649-4514 x224.  By order of the Select Board as License Issuing Authority.

Designer Services – Union Building Exterior Restoration

Sealed proposals will be received at the Dunstable Town Administrator’s Office, 511 Main Street, Dunstable, MA 01827 no later than 2 PM, Wednesday, September 25, 2024 at which time and place they will be opened for the following:

Designer Services: Union Building Exterior Restoration 

The contract award is made by the Dunstable Select Board. The Town reserves the right to reject any and all proposals and waive any informality in the proposal process, if deemed in the Town’s best interest.

Proposal documents are available upon request after 10:00 AM on August 19, 2024 from the Town Administrator’s Office at Dunstable Town Hall, 511 Main Street, Dunstable, MA 01827 or on the Town Administrator’s webpage at https://www.dunstable-ma.gov/town-administrator under the Invitation for Bids and Request for Proposals tab.

The Designer’s fee will be negotiated, but shall not exceed one hundred thousand dollars and zero cents ($100,000). 

Proposers must have completed similar work in the state of Massachusetts within the last two calendar years, must be licensed and registered in Massachusetts, and have five years of experience providing relevant services. All sub-consultants must be listed and qualifications must be provided.

PUBLIC HEARING

The Dunstable Planning Board will hold a Public Hearing on Wednesday, September 4 at 6:35pm at the Dunstable Town Hall, 511 Main Street, lower level, regarding the application by Amanda Shannon and Guillaume Avrillon for a Special Permit under Section 22.C.8 Town Center District Requirement of the Town of Dunstable Zoning Bylaw. The applicants request to convert the existing barn attached to the single-family dwelling into an 885 square feet retail space for the sale of wine, fine spirits, craft beers, cigars, and assorted gifts. The property is located at 11 Pleasant St, Dunstable, MA parcel 17-78; which is located in the R-1 Residential zone/Town Center Overlay District.  Owners of the property are Amanda Shannon and Guillaume Avrillon, of 11 Pleasant St, Dunstable, MA 01827.

Lease of the Town's Municipal Water System Water Tower for Wireless Communications Facilities

Pursuant to M.G.L. c. 30B, § 16, the Town of Dunstable is soliciting sealed proposals to lease an area of a Town-owned water supply tank for the construction of a new telecommunications facility, and operation of this facility to support wireless communications activities.

The water tank is located on Town-owned property at 108 Pleasant Street, Dunstable, Massachusetts, shown as Parcel 53-2 on the Town of Dunstable's Assessor's Map 17, consisting of approximately 5.6 acres of land.

Sealed proposals will be received at the Office of the Town Administrator, Town of Dunstable, Town Hall, 511 Main Street, Dunstable, Massachusetts 01827 until August 6, 2024 at 4 PM, at which time and place they will be publicly opened and read aloud.

All proposals will remain in effect for a period of one hundred and twenty (120) calendar days from the deadline for submission, or until a lease agreement is signed by a selected proposer and the Town, or this Request for Proposals is cancelled, whichever occurs first.

Each original proposal must be delivered together with four (4) additional copies in a sealed package, plainly marked "RFP - Proposal for Lease - Wireless Communications Facilities," and addressed to: Town Administrator, Town Hall, 511 Main Street, Dunstable, MA 01827.

The Town of Dunstable reserves the right to reject any or all proposals, waive any informalities in the proposals, and to accept the proposal deemed to be in the best interest of the Town. A lease agreement will be awarded, if at all, to the responsive and responsible proposer whose proposal is deemed by the Town to be the most advantageous, taking into consideration price and the evaluation criteria included in Section 6 and 7 of the RFP. This Request for Proposal and supporting documentation do not constitute an offer or agreement to lease the property. Such an offer and agreement may result only from a duly adopted vote of the Dunstable Town Meeting and the execution of a lease agreement pursuant to said vote by the Dunstable Board of Water Commissioners, and shall be subject to the Town's Commercial Telecommunication Towers By-Law.

At its regularly scheduled meeting on Monday, June 10, 2024 at 6:35pm at the Town Hall lower level, the Dunstable Conservation Commission will consider a Request for Determination of Applicability (RDA) filed by the Town of Groton for the Groton Water System Expansion Project. The subject water system will be installed along portions of Groton and Kemp Streets in Dunstable. The project activities will occur within the Towns right-of-way and the regulated buffer zones of Resource Areas. Request submitted by Environmental Partners Group on behalf of the applicant Thomas Orcutt, 173 Main St. Groton, MA 01450. The Commission will make its determination in accordance with the provisions of the Massachusetts Wetlands Protection Act, M.G.L. c.131 § 40, its associated Regulations (310 CMR 10.00) and the Town of Dunstable General Wetland Bylaw.
