At a duly posted rate hearing on Tuesday, December 10, 2019, the Board of Water Commissioners voted the following rates and fees, which are effective January 1st, 2020, unless otherwise noted:
Miscellaneous Charges:
Service Charge $13.00 per quarter - no changes
Fire Protection Charge $ 5.21 per quarter

Manganese Capital Charge* $10.00 per quarter
- Effective Jan. 1, 2020 to March 31, 2020
Manganese Capital Charge $20.00 per quarter
- Effective April 1st, 2020

     To minimize the impact of a rate increase on essential water uses, the Board voted to maintain the existing Residential Tier #1 Rate. Residential Tiers #2 and Tier #3 Rates are being adjusted for the first time since 2009. Residential Tier #4 and the Irrigation Rates for non-essential water uses are being adjusted for the first time since they were established in 2018.
     The new Manganese Capital Charge anticipates the need to finance a capital charge to remove iron and manganese from non-compliant source waters as required by state regulators. Information on manganese in Groton Water sources can be found on the GWD website at grotonwater.org. The Board intends to revisit and adjust the Manganese Capital Charge as necessary to fund the project, and eliminate the charge when it is no longer needed.
     The Board approved an exemption for the Manganese Capital Charge for water takers who receive a property tax exemption under M.G.L. c.59, sec. 5, clauses 17D or 41C. An exemption awarded by the Town of Groton’s Assessor’s Office will automatically trigger the Manganese Capital Charge exemption with no additional paperwork required.
