The Town of Groton seeks qualified applicants for the full-time Principal Assistant Assessor position to administer the Town’s property appraisal systems & manage all municipal tax assessment activities; Reports to the Town Manager and works under the general direction of a three member elected Board of Assessors.
     Position is responsible for the management and oversight of all business activities of the office; Responsible for the management & timely reporting of all municipal tax assessment activities as required by the Commonwealth; Manages the valuation & assessment of all real & personal property in town for tax purposes; Views Real Property, performs field measurements and inspections; Oversees in-house valuation program utilizing Vision Appraisal Technology’s CAMA software program; Provides information of real property values, market value changes, revised assessments; Reviews Abatement and Exemption Applications and makes recommendations to the Board of Assessors. Oversees the Commitment of real estate, personal property, motor vehicle and special assessments tax bills to the Treasurer/Collector; Provides contract review, administration and quality control for work done by outside contractors and appraisal firms. Principal Assistant Assessor works cooperatively with Town Officials and the Town Manager and serves as a member of the Town’s finance team under the direction of the Town Manager; The Principal Assistant Assessor is responsible for documenting new growth, the completion and submission of the tax recap to the DOR and setting the tax rate each year.Testifies and represents the Board of Assessors at hearings before the Appellate Tax Board; supervises one employee.
     Qualifications: Associate’s Degree with courses in business, finance and property assessment required; A high degree of computer literacy is required; three to five years’ experience in real estate appraisal, including experience in mass appraisal of property for tax purposes. A basic knowl- edge of statistics used in mass appraisal. A bachelor’s degree would be preferred. An equivalent combination of education and experience.
     Special Requirements: A valid driver’s license, MAA Designation or equivalent, knowledge of Mass. General Laws and Dept. of Revenue regulations governing Property Assessment and Assessment Administration preferred. Experience with Vision Appraisal Technology CAMA Software preferred.
     Salary: Range from $78,000 to $95,000 based on experience with a full benefit package.
