Public Hearing Notice

Stormwater Management Permit

In accordance with the provisions of Chapter 198 of the Code of Groton, the Earth Removal Stormwater Advisory Committee will hold a public hearing on Tuesday, March 5, 2019, at 7:00 PM in the Town Hall (first floor meeting room) to consider the application for a Limited Stormwater Management Permit submitted by the Patricia Madigan Trust for construction of a driveway/private lane as shown on the plan entitled, “Residential Compound Concept Plan, Old Ayer Road, Groton, Massachusetts, Prepared for Patricia Madigan,” prepared by Ducharme & Dillis Civil Design Group, dated August 8, 2018.  The proposed project will be located on Assessors’ Map 221, Parcel 20, on the easterly side of Old Ayer Road and northerly side of Half Moon Road. 

Copies of the application and plans are on file in the Town Hall. The Town of Groton does not discriminate on the basis of disability.  Further, a signed translation of this public hearing will be provided for the hearing impaired upon request by contacting ADA Coordinator Michelle Collette at (978) 448-1105 at least one week prior to the hearing.

   In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a public meeting on Tuesday, February 26, 2019 at 7:20 p.m., in the Groton Town Hall, 2nd Floor meeting room.  The purpose is to consider a Request for Determination (RDA) filed by the Lagasse Trucking for septic system replacement with minor grading in the buffer zone at 119 West Main Street (Assessor’s Parcel 106-3).

   In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a public meeting on Tuesday, February 26, 2019 at 7:10 p.m., in the Groton Town Hall, 2nd Floor meeting room. The purpose is to consider a Request for Determination (RDA) filed by the Michael Mazzola for renovation work on a porch at 279 Main Street (Assessor’s Parcel 112-63).

PUBLIC MEETING NOTICE

   At its regularly scheduled meeting on Monday, February 25, 2019 at 6:40pm at the Dunstable Town Hall, 511 Main Street, lower level, the Dunstable Conservation Commission will consider a Request for Determination of Applicability (RDA) to replace an existing 4” water main with a 12” water main under the public way, including connections to existing services and mains.  Work will be in the Riverfront Area and the 100-foot buffer zone of the wetlands.  Request submitted by the Dunstable Water Department.  Property owned by the Town of Dunstable and located on Pleasant Street from Pond Street west for approximately 1900 feet.  The Commission will make its determination in accordance with the provisions of the Wetlands Protection Act, M.G.L. c 131, Sec. 40 (as amended) and the Town of Dunstable Wetlands Protection Bylaw (as amended). PUBLIC HEARING NOTICE

   The Dunstable Conservation Commission will hold a Public Hearing on Monday, February 25, 2019 at the lower level - Dunstable Town Hall, 511 Main Street, 6:50pm to consider a Notice of Intent filed by the Dunstable Water Department for properties owned by the Water Department-711 Main Street (Map 12-114-0), Conservation Commission-Main Street (Map 11-88-0) and the Town of Dunstable-Main Street (Map 12-115-0).  The applicant proposes to make improvements to the existing gravel access road and piping at the municipal well site.  Work will be within the Riverfront Area, Bordering Land Subject to Flooding (BLSF) and the 100-foot buffer zone.  This is a joint hearing under the requirements of MGL Ch. 131 §40, as amended, and the Dunstable Wetlands Protection Bylaw and Regulations, as amended.  Plans are available at the Commission’s office at Town Hall, 511 Main Street, Dunstable, MA.  For information, call 978-649-4514 x230.

Leydon for a Certificate of Appropriateness for renovation work at 5 Legion Road of a second floor addition, over the existing first floor located to the left of the front entrance.  Two new double hung windows, six over six will be added to the side of the second-floor addition.  In the front of the home one new double hung window with six over six will be added and one existing window will be replaced matching existing windows. The public notices published on this page keep citizens informed of the activities of government that affect them. From government spending to policy development, public notices keep people informed of actions by public officials that affect citizens' everyday lives. Public notices are essential to a democracy and an informed citizenry. Without public notices, citizens cannot properly and adequately make informed decisions.

Newspapers are the watchdogs of their local communities and can most effectively monitor the actions of their local governments. Public notices don't just keep local residents informed. They also hold public officials and agencies accountable. Additionally, public notices in newspapers are permanent records that cannot be altered or deleted. Published public notices provide actual notice to the public about government actions like tax and fee increases, land use and environmental decisions, delinquent taxpayer notices that can lead to a government seizure and sale of someone's home and the expenditure of public funds. To be effective, public notices must have these attributes:

- They must be published in a forum independent of the government.

- The published notice must be preserved and secure in a tangible record that is archived.

- The notice must be conveniently accessible by all segments of society.

- The notice's publication must be verifiable (by way of an affidavit of publication).
