Townsend Water Department

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the “Water Main Improvements Project, Contract 2 – DWSRF 6964” will be received by the Townsend Water Department at 540 Main Street, West Townsend, MA 01474 until 2:00 p.m. local time on March 30, 2023 at which time the Bids received will be publicly opened and read.  Sealed Bids must have outer envelope marked as “Water Main Improvements Project, Contract 2– DWSRF 6964”.

The work consists of construction of a 5,000 linear foot 12-inch HDPE raw water transmission main to convey water from the Witch’s Brook Wells along Ash Street, South Harbor Road, and Harbor Trace Road to the site of a future Water Treatment Plant. The work also includes construction of a 1,115 linear foot 12-inch HDPE finished water main in Harbor Trace Road and roadway restoration. Bid Alternate No. 1 includes construction of approximately 8,600 linear feet of a 12-inch HDPE looping water main along Emery Road, South Row Road, and South Harbor Road, installation of new hydrants, new services to property lines, and roadway restoration.   Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

The Work will be substantially completed within 365 calendar days from the date of the Notice to Proceed and completed and ready for final payment in accordance with paragraph 15.06 of the General Conditions within 425 calendar days from the date of the Notice to Proceed.

All Bids for this project are subject to the provisions of Massachusetts General Laws Chapter 30, Section 39M as amended.

   Sealed Bids General Contractors and sub-bidders, for the construction of the “Harbor Trace PFAS WTP, Contract No. 1 - DWSRF-6964” will be received by the Townsend Water Department, 540 Main Street, West Townsend, MA 01474 until 2:00 p.m. local time on April 7, 2023, at which time the Bids received will be publicly opened and read.  Sealed Bids must have outer envelope marked as “Harbor Trace PFAS WTP, Contract No. 1 - DWSRF-6964.” Only pre-qualified General contractors and sub-contractors may bid.

   The work consists of the construction of a 2.45-million-gallon day (MGD) per- and polyfluoroalkyl substances (PFAS) water treatment plant (WTP) using Granular Activated Carbon (GAC). The treatment system will be housed in a 10,400 square foot masonry building. The building will contain filtration equipment, process piping, storage tanks, pumping equipment, electrical and chemical feed systems.

Request for Proposals

Comprehensive Master Plan

March 1, 2023

The Town of Groton is soliciting proposals from qualified Planning Consultant Services (the “Consultant”) for the development of a Comprehensive Master Plan and for a review of the town’s existing Zoning By-law, general by-laws and regulations to incorporate the project findings.  The plan will serve as a guide in considering policy changes (zoning, subdivision regulation, etc.), land use planning, sustainability, and economic development for the Town of Groton’s future and will meet the following objectives:

• proceed with a maximum of community involvement and public participation;

• recognize the unique history, rural character, and needs of Groton;

• be consistent with the goals and aspirations of the community;

• build upon existing plans, studies and reports;

• be cognizant of local, regional, statewide, and global realities. 

The five (5) copies of the proposal must be received at the Planning Board Office, Town Hall, 173 Main Street, Groton, MA 01450 by 12 Noon on Monday, April 3, 2023.  Proposals shall be submitted in two separate envelopes, one labeled "Response and Qualifications" and the other labeled “Price Proposal.”

The Town of Groton reserves the right to reject any and all proposals and to accept any proposal deemed to be in the best interest of the Town.

ZONING BOARD OF APPEALS

   The Zoning Board of Appeals will hold a public hearing on Wednesday, March 22, 2023 at 6:30 pm at the Groton Town Hall, second floor meeting room for the application of 500 MG LLC for a comprehensive permit to allow for the construction of 200 units of housing under Massachusetts General Law Ch. 40B and pursuant to Chapter 338 of the Town Code. TOWN OF GROTON

Earth Removal-Stormwater Advisory Committee

Public Hearing

Nate Nutting Turtle Area

   In accordance with the provisions of the Code of the Town of Groton, Chapter 198, the Earth Removal Stormwater Advisory Committee will hold a public hearing on Tuesday, March 7, 2023, at 7:00 PM in person at Town Hall, 173 Main Street, to consider the application submitted by Fox Meadow Realty Corporation for approval of a Limited Stormwater Management to construct a turtle nesting area as shown on the plan entitled, “Plan of Nesting Area, Groton, Massachusetts, Nate Nutting Road (236-24),” prepared by Dillis & Roy, dated December 20, 2022.  The property, owned by Massachusetts Audubon Society, is located on Assessors Map 236, Parcel 24, off Nate Nutting Road.

   Copies of the application and plan are on file in the Land Use Department in the Town Hall. The Town of Groton does not discriminate on the basis of disability.  Further, a signed translation of this public hearing will be provided for the hearing impaired upon request by contacting the Planning Board at (978) 448-1105 at least ten days prior to the hearing.
