   In accordance with the provisions of Massachusetts General Laws, Chapter 40C, the Groton Historic Districts Commission (GHDC) will hold a Public Hearing on Tuesday, September 18, 2018, at 7:35 p.m. at Town Hall, 173 Main Street, Groton, to consider the application submitted by Linda and Benjamin Davis, Trustee of Benjamin H. Davis V Trust for a Certificate of Appropriateness for removal of newer chimney off the rear addition of the house, repair roof with like roofing shingles. Replacement of nine two over one double hung windows with six over six over double hung windows to match other original windows.  Add era appropriate lanterns/sconces at front door.  Removal of one side door, formerly entrance to an apartment, and replace with siding or siding with appropriate window. Add veneer chimney, on the front right of the house, to match existing chimney on the left of the home to return property to original 1834 appearance at 43 Main Street (Assessors Map 114-16), Groton, Massachusetts. Linda Lyon of Dunstable has been formally appointed as the Personal Representative of the estate without surety on the bond. 

   The estate is being administered under informal procedure by the Personal Representative under the Massachusetts Uniform Probate Code without supervision by the Court. Inventory and accounts are not required to be filed with the Court, but interested parties are entitled to notice regarding the administration from the Personal Representative and can petition the Court in any matter relating to the estate, including distribution of assets and expenses of administration. Interested parties are entitled to petition the Court to institute formal proceedings and to obtain orders terminating or restricting the powers of Personal Representatives appointed under informal procedure. PUBLIC MEETING NOTICE

At its regularly scheduled meeting on Monday, September 10, 2018 at 6:30pm at the Dunstable Town Hall, 511 Main Street, lower level, the Dunstable Conservation Commission will consider a Request for Determination of Applicability (RDA) to install a 27’x27’ detached garage in place of the existing shed.  Request submitted and property owned by Robert Hopke and located at 200 Pond Street, Map 18, Lot 29A-0.  The Commission will make its determination in accordance with the provisions of the Wetlands Protection Act, M.G.L. c 131, Sec. 40 (as amended) and the Town of Dunstable Wetlands Protection Bylaw (as amended). Groton Conservation Commission

In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a public meeting on Tuesday, September 11, 2018 at 6:45 p.m., in the Groton Town Hall, 2nd Floor meeting room.  The purpose is to consider a Request for Determination (RDA) filed Patricia Duke and Jane Danielson for the removal of trees that pose a hazard to the existing house at 16 Ridgewood Trail (Assessor’s Parcel 122-74).  The proposed work is located within the 100 foot buffer zone of Knops Pond and the ACEC.

In accordance with the Wetlands Protection Act, MGL Ch. 131, §40, and the Town of Groton Wetlands Protection Bylaw, the Groton Conservation Commission will continue a public meeting on Tuesday, September 11 at 6:55 PM in the Groton Town Hall, 2nd Floor meeting room.  The purpose is to consider a Notice of Intent (NOI) filed by Squannacook Greenways Inc. for the construction of a recreational trail along the MBTA rail corridor between the Townsend – Groton line and the Bertozzi Conservation Area (Groton Assessor’s Parcel 203-19).  The proposed work is located within the wetlands buffer zone, NHESP Priority Habitat, and the ACEC.

Copies of the NOI are on file in the Commission office in Town Hall.

In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a public meeting on Tuesday, September 11, 2018 at 6:30 p.m., in the Groton Town Hall, 2nd Floor meeting room.  The purpose is to consider a Request for Determination (RDA) filed by Richard & Deborah June for the installation of a new gallery type leaching facility at 40 Redskin Trail (Assessor’s Parcel 129-141).  The proposed work is located within the 100 foot buffer zone of Lost Lake.

Public Hearing Notice – Proposed Zoning Amendments

Change name of the Board of Selectmen to Select Board

   In accordance with the provisions of M.G.L. Chapter 40A, §§ 5 and 11, the Groton Planning Board will hold a public hearing on Thursday, September 13, 2018 at 7:30 PM in the Town Hall, 173 Main Street, to consider the following zoning amendments proposed by the Select Board of the Town of Groton:

   ARTICLE: AMEND CHAPTER 218 – CHANGE SELECTMEN TO SELECT BOARD

To see if the Town will vote to amend the Chapter 218 Zoning, by changing the words “Board of Selectmen,” wherever they appear, to the words “Select Board” and making such other clerical revisions as are required to change all references to the Board of Selectmen and its members to “Select Board” and “Select Board Members,” or to take any other action relative thereto.

SELECT BOARD

   Summary: The Board of Selectmen voted unanimously on Feb. 12, 2018 to change the name of the board to the Select Board. This article is necessary in order to make the name change in the Chapter 218 Zoning Bylaw, which would require a 2/3rds vote of the Meeting.  A copy of Chapter 218 Zoning, as proposed to be amended, is on file with the Town Clerk.
