Public Hearing Notice

Section 218-25 Site Plan Review

In accordance with the provisions of Chapter 40A, §§ 9 and 11, M. G. L., and the Code of the Town of Groton, Chapter 218, the Groton Planning Board will hold a public hearing on Thursday, February 21, 2019, at 7:00 PM in the Town Hall to consider the application submitted by the Town of Groton under the provisions of Groton Zoning By-law Section 218-25 Site Plan Review for improvements to the existing DPW facility on Cow Pond Brook Road including demolition of existing structures, renovation of existing maintenance garage/office, construction of proposed vehicle storage building, construction of proposed fire cistern, and associated site improvements.  The proposed project is shown on the plans entitled, “Groton DPW Facility Improvements”, prepared by Ducharme & Dillis Civil Design Group, Inc.  The DPW facility is located at 600 Cow Pond Brook Road, on the easterly side of the road across from the athletic fields (Assessors Map 248, Parcel 41).

Copies of the application and plans are on file in the Planning Board office and the Town Clerk’s office in the Town Hall. The Town of Groton does not discriminate on the basis of disability.  Further, a signed translation of this public hearing will be provided for the hearing impaired upon request by contacting the Planning Board at (978) 448-1105 at least one week prior to the hearing.

Groton Conservation Commission

   In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a public hearing on Tuesday, February 12, 2019 at 7:00 p.m., in the Groton Town Hall, 2nd Floor meeting room.  The purpose is to consider a Notice of Intent (NOI) filed by Kevin Stone for the the construction of an attached accessory apartment at 29 Reedy Meadow Road (Assessor’s Parcel 226 - 77).  The proposed work is located within the wetlands buffer zone and the ACEC. 

   Copies of the NOI are on file in the Conservation Commission office at Town Hall.

   In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a public meeting on Tuesday, February 12, 2019 at 7:15 p.m., in the Groton Town Hall, 2nd Floor meeting room.  The purpose is to consider a Request for Determination (RDA) filed by David Elliot for the clearing of vegetation in an old agricultural field at 35 Common Street (Assessor’s Parcel 111-30).  The proposed work is located within a wet meadow, the wetlands buffer zone, and the ACEC.

   Copies of the RDA are on file in the Conservation Commission office at Town Hall.

PUBLIC HEARING

   The Groton Community Preservation Committee (CPC) will hold a Public Hearing on Monday, February 11, 2019, at 7:00 PM in the first-floor meeting room of Town Hall, 173 Main Street, Groton, to receive public comments on newly submitted Community Preservation Act proposals.  The CPC is seeking input from the public before making its decision on which of the proposals (if any) to recommend to Town Meeting for funding.  A positive recommendation by the CPC will send a proposal to the 2019 Annual Spring Town Meeting where voters will decide whether or not to fund the project from the Town’s Community Preservation Fund.  Copies of the complete draft proposals are available at the Land Use counter located on the 2nd floor of Town Hall.

Special Permit Renewal – Section 218-26 Flexible Development

   In accordance with the provisions of Chapter 40A, §§ 9 and 11, M. G. L., and the Code of the Town of Groton, Chapter 218, the Groton Planning Board will hold a public hearing on Thursday, January 24, 2019, at 7:00 PM in the Town Hall to consider the application submitted by Gerald J. and Joan M. Croteau to renew a Special Permit under the provisions of Groton Zoning Bylaw Section 218-26 Flexible Development.  The project is located on three parcels on the northerly side of North Street (Assessors’ Map 229; Parcels 33, 34 & 35) between Wyman Road and the Dunstable town line.  The project would result in four single family homes and one triplex, for a total of seven units.  One of the triplex units would be affordable.  Project plans are entitled, “Bluestone Drive Condominium Site Plan, Groton, Massachusetts” prepared by Ducharme & Dillis Civil Design Group, Inc., dated November 7, 2012.
