ROTON ELECTRIC LIGHT DEPARTMENT SUBSTATION FOUNDATION AND DUCTBANK CONSTRUCTION BID NO. 905105-02 August, 2013

ADVERTISEMENT TO BID

Sealed Bids will be received by the Groton Electric Light Department (GELD), the Awarding Authority, (hereinafter returned to as "Owner") under the provisions of Chapter 164 of the Massachusetts General Laws, as last revised, for Substation Foundation and Ductbank Construction, Bid No. 905105-02.

Sealed Bids will be received at the Groton Electric Light Department, 23 Station Avenue, Groton, Massachusetts 01450, until 1:00 pm (local time) on Thursday, August 29, 2013, at which place and time said Bids will be opened publicly and read aloud.

Wage rates paid under this contract are subject to the minimum wage rates established under the provisions of Chapter 149, Sections 26 to 27G inclusive of the Massachusetts General Laws.

The Contract Documents may be examined and obtained at the Offices of Groton Electric Light Department, 23 Station Avenue, Groton, Massachusetts 01450, during normal business hours, generally Monday through Friday 8:00 am to 4:00 pm. The first set of Contract Documents to a specific bidder will be provided free of charge. A fifty dollar ($50) non-refundable fee will be charged for each additional set of Contract Documents requested by a specific bidder. Fee checks shall be made payable to the Groton Electric Light Department.

Each Bid shall be accompanied by bid security in the form of a certified check, or a treasurer's or cashiers check, issued by a responsible bank or trust company, payable to the Groton Electric Light Department, for a sum not less than five percent (5%) of the amount of the Bid, or accompanied by a Bid Bond in like amount of a corporate surety licensed to do business in the Commonwealth of Massachusetts. Each Bid shall be conditioned that the Bidder will pay Groton Electric Light Department, as liquidated damages, the amount specified unless it enters into a Contract in accordance with its Bid and furnishes Performance and Payment Bonds with surety, satisfactory to Groton Electric Light Department, in an amount equal to 100 percent of the Contract Amount and Insurance Certificates or copies of Insurance Policies.

Complete instructions for filing Bids are included in the Instructions to Bidders. Every Bid shall be submitted in full accordance with those Instructions to Bidders. Bids shall be valid only when accompanied by all of the following: (1) a fully completed and properly executed "Bid Form", (2) Bid security and (3) any other data that may be identified in the Instructions to Bidders or Bid Form as required with the bid.

No Bidder may withdraw his Bid for a period of thirty (30) days (Saturdays, Sundays and legal holidays excluded) after the actual date of the opening of the General Bids. Every Bid shall be submitted on the Bid Form furnished with the Bidding Documents and shall be sealed in an opaque envelope which is clearly marked in the lower left hand corner BID FOR SUBSTATION FOUNDATION AND DUCTBANK CONSTRUCTION - BID NO 905105-02.

If the successful Bidder fails to enter into the Contract and furnish the Performance and Payment Bond and the Insurance Certificate or copies of the Insurance Policies, its check or Bid Bond and the amount thereof, shall be forfeited to Groton Electric Light Department.

Groton Electric Light Department reserves the right to reject any or all Bids if deemed in the best interest of Groton Electric Light Department and the Town of Groton, Massachusetts.
